两权分离,是《企业法》的核心。确立和扩大企业自主权,则是两权分离的中心环节,从近几年邮电部门的企业扩权和推行经营责任制的实践看,邮电的两权分离,在思想上解决“要不要”和“能不能”的问题很重要,但努力增强企业自主意识,完善企业本身的自主体系,当前同是关键所在。如何增强企业的自主意识?笔者依据企业扩权中正反两个方面的经验认为:
