在血与火的年代,在共和国刚刚诞生的初期,因巩固国防、开发边疆、支援人民解放军进军西藏的需要,滇藏公路开工建设了。它是当时进藏的三大干线公路之一。滇藏路全长715公里,云南境内594公里,西藏121公里。从云南下关起,经大理、剑川、白汉场、中甸、德钦、隔界河进入西藏盐井、芒康,与川藏公路相接。由于当时的政治、经济、地理环境等原因,滇藏公路的修建风风雨雨地跨越了23个年头,修修停停,停停修修,时而加快,时而放缓,前后经历了三个阶段。第一阶段为1950年9月开工建设
