改革开放以来,越来越多的中国公民及企业走出国门。同时,我国海外公民的安全事件也逐年增加,确保人身和财产安全成为一个首要问题。我国国民在海外可能遇到的安全风险主要包括自然灾害与意外、刑事案件等六类,在处理这些安全事件时,除了目前预防与处置并重的领事保护机制外,我们也要建立相关的风险防范机制,包括外交方面通过更加积极和富有建设性的介入手段来避免国民、企业的安全和利益受到重大威胁。
Since the reform and opening up, more and more Chinese citizens and enterprises have gone abroad. At the same time, the security incidents of overseas citizens in our country have also been increasing year by year, ensuring the safety of people and property as a primary issue. The security risks that our nationals may encounter overseas include mainly six types of natural disasters and accidents and criminal cases. In handling these security incidents, apart from the current consular protection mechanism for prevention and disposal, we also need to establish relevant risk prevention measures Mechanisms, including diplomacy, to avoid nationals through more active and constructive means of intervention, the security and well-being of enterprises is under significant threat.
