十六届四中全会通过的《中共中央关于加强党的执政能力建设的决定》,在总结党55年执政经验的基础上,第一次把科学执政、民主执政、依法执政作为一个整体与执政联系起来,并且作为执政党建设的目标之一鲜明地提到全党面前,明确而又具体地回答了我们党“怎样执政、靠什么执政”这一重大现实问题。为帮助广大党员干部深入学习理解《决定》提出的这一新的思想观点,我们特邀中央党校三位教授分别进行深度阐释。
