改革的浪潮汹涌澎湃,托起了一颗企业新星——营口港鲅鱼圈港埠公司。感谢交通部、省、市政府对新港建设的关怀和支持,感谢黄恩元局长为代表的新港建设者对新港区建设做出的不懈努力,1988年8月营口港鲅鱼圈港埠公司(以下简称鲅埠公司)宣告成立,从此拉开了鲅鱼圈港区运输生产的序幕,摆脱了河口港水浅、航道窄、淤积、冰冻等百年来围绕营口港的阴影,结束了营口港吞吐量徘徊不前的局面,奠定了营口港再创辉煌的基石,宣告了营口港将步入全国沿海大港行列,重温“东方贸易良港”的佳活。 一、重振雄风 80年代的鲅鱼圈是典型的僻壤穷乡,没有高楼、没有大商店,生活条件异常艰苦,而简易投产港区又缺人力缺机械。面临重重困难,全局干部职工只有一个信念:“国家建港花好多钱,要早一天赚回来”。于是生产给基建让路,基建给生产创造条件,全局上下密切配合,运输生产很快
