国际合作就是针对重大难题组织的国际联合攻关,作为东道主,中国石油就是一头能组织起狼群的狼王。而一旦狼群形成,再大的猎物也难以逃脱。对外合作的实践证明,每次合作都能在成功解决重大问题的同时,大幅度地提升自我。2006年,长北合作项目正式启动一年后,时任中国石油集团党组书记、总经理陈耕在看到长北合作项目的报告后指出:上游学长北,中游学西太,下游学BP。此后,周吉平、廖永远等集团公司领导相继考察长北合作项目,均给予了很高的评价。长北合作项目最成功的地方,就是成就了中国陆上天然气对外合作的一套“长北经验”。长北合作项目,目前已成为中国石油上游业务已建成的最大的国际合作项目,也是跨国石油巨头在中国石油上游业务中投资最大、投资最成功的合作项目之一,合作双方都把长北合作项目誉为各自的样板和典范。
