这个问题可能提得不太得体,甚至有点荒唐。但我国社会目前所处的戏剧性局势造成了这个问题。世界上最大的国家在科学技术进程中走了下坡路,这个事实令人震惊。而科技进程以其有力的加速运动,吸引了数十个自然资源和历史潜能都很短缺的国家。如果说战后最初数十年里,我国和西方发达国家的科技发展的偏差角度还不甚大、发展状况分不出上下高低的话,那么,在80至90年代,在一些最重要的科技进步领域,“永久”落后的问题已十分突出地摆到我们面前。
