某部一名干部犯了一个不小的错误,组织决定让其转业,这下可把他给乐坏了。原来他早就想解甲归田,多次申请皆因不符合条件而未能获准,此次意外地被“处理”,正中下怀。象这样看起来为“处罚”,实则为“奖励”的例子在现实生活中比比皆是。比如,工作无实绩,易地升官;甲单位干不好去乙单位,基层干差了去机关,本职岗位上不好好干调去搞生产经营(有实惠可得);跑官要官的就当官,老实傻干的就吃亏,等等。本应“处罚”的不仅不处罚,反而受到了“奖励”,怪不怪?

This should not only “punishment” not punished, but by the “reward”, no wonder?
