中国共产党十七大报告指出:“人民民主是社会主义的生命。发展社会主义民主政治是我们党始终不渝的奋斗目标。”随着计划经济向市场经济体制的成功转轨和经济的发展,中国正在步入一个公民参与的时代,从而培育着一个公民社会的成长。而公民社会正是民主政治的重要基础。中国经济的市场化进程,也促使了政府职能转变,放弃了全能式的管理,放权于民间。由此而产生的大量民间组织、中介机构、网络群体为公民参与国家与社会事务提供了平台,汶川地震志愿者、北京奥运志愿者……正是公民参与的积极体现。除此之外,还有一股不可忽视的力量,那就是公民报道者,他们作为一股积极的力量从一个侧面印证了中国社会的民主化进程

Civil society is an important foundation for democracy. The marketization of China’s economy also prompted the transformation of government functions, abandoned all-round management and delegated power to the people. The resulting large numbers of NGOs, intermediaries and online communities provide a platform for citizens to participate in state and social affairs. Volunteers from the Wenchuan Earthquake and volunteers for the Beijing Olympic Games ...... are the positive examples of citizen participation.
