1922年,华盛顿裁军会议签定的“华盛顿条约”不但规定缔约国海军主力舰拥有的总吨位和数量上限,还要求新建战舰标准排水量必须控制在35000吨以内、主炮控制在16英寸(406毫米)以下。华盛顿条约允许意大利拥有的主力舰总排水量为175000吨,但意大利在第一次世界大战中已中止了4艘大型“超无畏”型“弗朗西斯科·克拉乔罗”级舰的建造。而仅有老旧的“康特·迪·卡武尔”级和“卡约·杜里奥”级战列舰。一战以后,各国都将注意力放在对条约所允许拥有的战列舰的近代化改装上,但意军方迫于经济压力,改装工程计划没能上马。
In 1922, the “Washington Treaty” signed by the Washington Disarmament Conference not only stipulated the maximum gross tonnage and quantity possessed by the Navy's main force, but also required that the standard watertight displacement of new battleships be controlled within 35,000 tons and the main gun be controlled at 16 inches (406 mm) the following. The Washington treaty allowed 175,000 tons of main ship to be owned by Italy, but Italy had suspended the construction of four large “superficial” “Francisco Corachó” ships during World War I. And only the old “Conte Di · Cavour” level and “Cayo Dolio” class battleship. Since World War I, all countries have focused their attention on the modernization of the battleships that the treaty allows. However, due to economic pressure, the Italian military failed to launch the renovation project.
