1988年,邓小平同志提出“两个大局”的战略思想:沿海地区要加快对外开放,较快地先发展起来,这是一个事关大局的问题。发展到一定的时候,又要求沿海要拿出更多的力量帮助内地发展,这也是个大局。改革开放后的20年,中国基本实现第一个“大局”。1999年,中央提出实施西部大开发战略。次年1月,西部大开发启动。国家从增加对西部地区资金投入的政策,到西部地区改善投资环境的政策;从西部地区扩大对内对外开放的政策,到西部地区吸引人才和发展科技教育的政策,给西部地区带来前所未有的发展契机。
