一、整理公地:在土地登记工作中,保护公产及进一步增加市有土地;这个方针,在四九年工作中是逐渐明确了。现在已采取以下步骤:1、整理已登记之现有公产:包括属于本市及中央天津县及各国营公营企业的一切公地;现已指定专人就已登记之地号簿册造公产清册。另外公产管理局及财政局掌管的公地,过去是等待他们来登记,现已主动找该两局,迅速整理登记。2、保护被侵犯公产:在土地登记中及清理接收之旧案中;有不少为契证遗失进行登记的业户。遗失原因大体有鼠咬、潮湿、水灾、战争、炮火等确实遗失的.但这是极个别的。而大部份则是企图侵占公产或冒充占取无主土地(绝户地及业主早已离津)。如皇盐场土地
