专业技术人员有知识、有技能、有特长,创新创业的优势明显,但也不同程度地存在着思想观念相对保守、安于现状、缺乏“敢为天下先”的争先创优意识。加之有的地方管理体制僵化、保障机制滞后、外部环境限制等,专业技术人员创新创业积极性往往受到影响。调动现有专业技术人员的积极性,激发他们创新创业的活力,对于促进地方经济发展大有裨益。
Professional and technical personnel have the advantages of knowledge, skill, specialty and innovation and entrepreneurship. However, to some extent, they are relatively conservative in ideology and concepts, and are in the status quo. They lack the awareness of “pioneering the world”. In addition, some local management systems are rigid, the guarantee mechanism is lagging behind, the external environment is restricted, and the enthusiasm of professionals and technicians in innovation and entrepreneurship is often affected. To mobilize the enthusiasm of the existing professional and technical personnel and stimulate their vitality in innovation and entrepreneurship will be of great benefit to the promotion of local economic development.
