留坝是国家级贫困县、秦巴山区扶贫连片开发重点县,“明修栈道、暗度陈仓”“萧何月下追韩信”等历史典故均出于此。近年来,留坝县依托得天独厚的生态人文资源,以建设中国山地度假示范区为目标,走出了一条旅游精准扶贫的创新之路,全县通过发展旅游业脱贫人数占总脱贫人数的70%以上。一是发展全域旅游,为旅游扶贫奠定坚实基础。
