国以才立,政以才治,业以才兴,功以才成。人才是科学发展的第一资源、第一要素、第一推动力,是一个地区综合发展力的决定性因素。随着城市之间日趋激烈的竞争,近几年来由于人才意识不强和经济的落后,造成了人才流失,给淳安县的发展造成了极大的影响。本文对淳安县人才现状进行分析,找出问题,并从人才流失和如何解决人才流失问题入手,分析探讨减少人才流失的改革方案。
