自从中共中央提出向科学进军的号召以来,各方面都注意改善为科学研究服务的图书条件,图书馆工作有了不小的进步,可是,也还存在着很多的缺点。如积压的图书还没有完全整理好;多余的复本图书和不合理的收藏还有很多没有交换和调拨;采购外文书刊和古旧书有很大的盲目性;专题联合书目和新书通报还很少编制出来;复制工作还做得很少。为了克服这些缺点,改进为科学研究服务的图书条件,决定在国务院科学规划委员会下设图书小组,由文化部、高等教育部、中国科学院、卫生部、地质部、北京图书馆的代表和若干图书馆专家组成,负责全国为科学研究服务的图书工作的全面规划,统筹安排。目前首先要进行下列的工作:一、建立中心图书馆;二、编制全国图书联合目录。
