党的十五大工作报告中第一次提出了建设社会主义法治国家的目标。党的十六大提出了建设社会主义和谐社会的目标。在努力构建社会主义法治国家和和谐社会的今天,作为水上交通行政执法单位在日常执法过程中,做到既维护法律的尊严又保持理性和人性化的和谐统一,为管理相对人树立执法单位和执法者的形象。笔者结合该站执法工作实际对法理情三者的关系简要谈谈不成熟的认识,不足之处敬请批评指正。
