在明确中央与地方分工的条件下协调条块关系建立纵横协调的宏观经济分层调控是个复杂的系统工程。它要求各个子系统能相对独立的自我运转,又要求各个子系统的和谐配合,形成整个系统的综合功能。这里的关键在于中央部门的纵向指导机制与地方层次的横向组合机制的统一,也就是要在中央与地方明确职能分工的条件下协调好通常所说的条块关系。在宏观分层调控体系中,块块与条条都是整体功能的组合要素,必须在相互配合、相互作用、相互制约中实现相互协同,而不能相互撞击,更不能相互替代。实现这样条块协调的前提条件就是条条与块块都能服从宏观调控的总体目标,从国民经济的全局出发,各自规范自己的行为。
