在海南島五指山区心腹地带的崇山峻岭間,有約二万人口的黎族地区,三年前,生产关系上还保留着带有原始公社色彩的“合亩制”。不久前,我們在崖县通什紅旗人民公社进行了調查訪問,这个公社正是在原来的“合亩制”地区建立起来的。事实充分証明:对于少数民族,即使曾經是异常不發达的民族,人民公社同样是保証他們走向繁荣發达的最好制度。通什紅旗人民公社建立以后,因为历史遺留的原因,它的發展比其他地区的公社,从生产工具、生产技术到風俗習慣、精神面貌,都有着較多的不利条件,但是他們一年間所取得的成就却是同样迅速而巨大的。現在看看这个公社一年来在生产上的变化吧: 从1958年9月到1959年8月的一年里,全社各項生产的总值达到一百九十六万四千五百三十三元,比上一年度同期的一百二十一万一千四百二十四元增加了62％。在分配方面,公社积累增加了近两倍。由于原来
