文章提出了森林动态补偿的新机制,明确了动态补偿的原则、目标、对象、周期、方式等补偿要素,初步设计了绩效管理考评及森林重要性“二维”补偿等级分配机制,辅以调整办法,形成一套完整的森林动态补偿机制。通过对辽宁省桓仁县2011年和2012年森林动态补偿标准的实证应用和结果反馈,印证了动态补偿机制设计和思想理念比较贴合实际,在注重提高森林整体效益同时兼顾了公平合理。

Through the empirical application and result feedback of forest dynamic compensation standards in Huanren County of Liaoning Province in 2011 and 2012, it proves that the design of dynamic compensation mechanism and ideological concepts are more in line with the actual situation, paying more attention to improving the overall efficiency of forests while taking fairness and reasonableness into consideration.
