文章分析了目前大庆原油外输管网管理体制是人为地分割多头管理,忽视了原油外输的特点和客观规律,严重影响着提高经济效益,造成原油和电力等能源的浪费。本文根据多年的输油实践,提出应按着输油管网的固有规律实现一体化管理体制,减少不必要的层次和周转环节,从而每年可为国家节约几万吨原油和几百万度电,多为国家提供积累。
