中医讲究“通经活络、固本强元”,调控一国经济亦大致不离于此。 2003年,中国经济破浪前行,GDP全年增长8.5％胜券在握,远远高过年初7％的调控目标。对于经历了非典肆虐且 GDP总量已超过 10万亿的中国经济来说,这一增长来之不易。也因之,中央有关明年经济工作的32字思路中,首先即为“稳定政策”,而保持一定的政策连续性,使目前向好的经济态势得以持续,可以说是一个成熟调控者的成熟选择。
