一九七九年一月初,法国颁布了新档案法(79—18号)。新档案法经过了长达七年之久的准备工作,才获得通过。新档案法草案在国家档案馆和各省档案馆以及最高档案委员会进行了讨论,并向各部和其他有关主管机关(如最高公证委员会、商业和工业院、国家图书馆等)征求了意见。接着提交国会和内阁审查,由国民议会和参议院讨论通过。最后,于一九七九年一月三日由法兰西共和国总统签署批准颁布。法国档案工作者长久以来就深感有必要制定新的立法,来解决档案的保管和利用问题。
In early January 1979, France enacted the new Archives Act (No. 79-18). The new archives passed its seven-year-long preparatory work before it was passed. The draft new file law was discussed at the National Archives and Provincial Archives and the Supreme Archives Board and was consulted by ministries and other competent authorities such as the Supreme Notary Public, the Commercial and Industrial Institutes, the National Library, etc. Then submitted to the parliament and cabinet review, by the National Assembly and the Senate to discuss the adoption. Finally, it was signed by the President of the French Republic on January 3, 1979 for ratification. French archivists have long felt the need to enact new legislation to deal with the question of archival custody and utilization.
