在历史上,目前所有的发达国家无一不是通过关税保护等制度安排,在国际分工中通过从“坏贸易”到“好贸易”的转变而实现国家崛起的.在全球价值链分工的当代世界,“出口低端产品并进口高端产品”是“坏的贸易”,而“出口高端产品并进口低端产品”则是“好的贸易”.我国转变经济发展方式的实质是,通过压缩低端产品出口和扩大内需的结构调整,从“坏贸易”逐步实现向“好贸易”的历史性转变.如果我国加入TPP,美国乃至日本等发达国家将通过TPP的制度安排全面控制和支配我国高端产业和国内市场,彻底根除我国转变经济发展方式的可能；反之,如果我国不加入TPP,TPP国家的贸易转向将“倒逼”我国加快转变经济发展方式.我国应该坚定地拒绝TPP.
