第一、关于基础结构的概念不久前笔者参加过一次关于基础产业改革的讨论会。首先碰到的问题就是,什么是基础产业?它包含哪些内容?我想,它固然不同于我国过去使用的包括冶金、石油、煤炭、机械等主要用以装备重工业自身的基础工业,也不完全与当今国际通用的基础结构相同。基础结构这个概念,英语是infrastructure,指的是支撑一国经济的基础。基础结构有狭义与广义之分。狭义的基础结构指的是交通运输、通讯体系、动力、供水等基础设施。广义的基础结构还包括一些提供无形产品的部门,如教育、文化、科学、卫生等。我们讲的基础产业,尚无准确的涵义。有的同志认为基础产业是指能源、交通和原材料部门,这与狭义的基础结构有部分相同。不同处
