21世纪初的全国人代会期间,高法院长肖扬提出了各级官员“引咎辞职”的议题。笔者认知这不仅仅是个政治民主的问题,还显示着我们在依法治国的同时,强化了以德治国的内涵。从微观上看,它被当作一个议题摆进了议事日程;从宏观上去剖析,它是体制改革进程中的一个重要标志。记得几年前,笔者从报纸和电视等媒体上,曾看到韩国因一座大桥倒塌,主管交通部门的行政官员立刻引咎辞职的新闻。无独有偶,就在前不久葡萄牙也发生了一起大桥塌落事故,其主管桥梁方面的最高长官,也立刻引咎辞职了。当时,笔者曾有过如下的心绪:大桥倒塌,未必与行政长官有什么直接责任;官员为此而弓J咎辞职,是否自我鞭挞过分?比如:前任长官或几代长官留下的问题,苦酒却让他一个人独饮下去,是否有失公正……后来,我终于明白过来了,这是一个以德治国的根本性问题;如果对
