农业生产的丰歉对我省经济的发展和社会的稳定影响很大。目前,我省农业生产中亟待解决的问题一是自然条件差,干旱、半干旱地区占总耕面积的75％左右达4119万亩,每年因干旱影响损失粮食100万吨、水果18万吨、瓜类3万多吨;二是人口增长速度远大于耕地增长速度,耕地负担越来越重;三是农资价格持续上涨,投入产出比下降,影响农民生产投入的积极性。所以用好耕地、增加产量,提高投入产出比,是保障我省农业稳定发展的措施。积极示范推广国家科委“八五”重点农用技术推广项目FA旱地龙是解决上述
