通过对城镇居民医疗保险和新型农村合作医疗的研究,总结了两种制度模式所存在的制度设计、运行机制和管理体制缺陷,并通过对厦门市城乡居民基本医疗保险一体化实践认识,总结了实行城乡居民基本医疗保险一体化,推进统筹城乡基本医疗保险建设的几点经验和对策,以促进医疗保险事业健康协调发展。
Through the study of medical insurance for urban residents and new-type rural cooperative medical system, this paper summarizes the defects of system design, operation mechanism and management system of the two institutional models. Through the integrated practice of urban and rural residents’ basic medical insurance in Xiamen City, Implementation of the integration of basic medical insurance for urban and rural residents and promote the planning and construction of basic medical insurance in urban and rural areas several experiences and countermeasures to promote the healthy and coordinated development of the medical insurance.
