In November 2003, the National Bureau of Statistics released a statistical report titled “General Situation of Urban Social and Economic Development in Our Country.” The report pointed out that our economy and urban development are experiencing an important new stage. As an engine of national economic growth, urban economy continued to maintain the momentum of rapid growth. The GDP of all prefecture-level cities (excluding jurisdictional counties and the same below) in 2002 reached 6,429.2 billion yuan (in 2000 prices), an increase over the previous year 13% higher than the national GDP growth rate of 5 percentage points. Accounting for 63% of the national GDP, an increase of 3.2 over the previous year
