2015年6月30日,中共中央组织部发布《关于表彰全国优秀县委书记的决定》,对在县(市、区、旗)委书记岗位上取得优异成绩的王宁、李树起等102名同志,授予全国优秀县委书记称号,予以表彰。从接受表彰后的2015年7月开始,优秀县委书记中有些就开始履新或晋升。其中,2015年7月2日,安徽省巢湖市召开全市领导干部会议,宣布原安徽省合肥市包河区委书记胡启生调任巢湖市委书记。胡启生成为“全国优秀县委书记”受表彰后调职的第一人。
