目前农村新建房屋的地基参差不齐、越来越高,往往会超出路面或邻居房基几十厘米,甚至几米,个别村民只建一层房屋却拔上10多个台阶。究其原因主要是大多数农村没有统一、有效的排水设施,导致农民各自为政,将自家的宅基地垫高,一家这样做后,其他农户相互攀比,造成群仿效应,形成恶性循环。因此,一旦有大规模降水,村内难免会出现道路淤堵、低洼倒灌、大量积水无法排泄等现象,成为危害农村群众生命和财产安全的巨大隐患。
At present, the foundations of newly-built houses in rural areas are uneven and increasingly high, often exceeding tens of centimeters or even a few meters of pavement or neighbor houses. Some villagers only have to build more than 10 steps while building one-floor houses. The main reason is that most rural villages do not have a unified and effective drainage facilities, leading farmers to act their own ways and lifts their own homesteads. After doing so, other farmers will make comparisons with each other, creating a vicious circle of imitation. Therefore, once there is large-scale precipitation, there will inevitably be road congestion in the village, low-lying backwashing, a large amount of stagnant water and other phenomena that could endanger the lives and property of rural people.
