新型工业化与地区发展需要高新技术作为推动引擎,高新技术与地区发展需要新型工业化作为载体,高新技术与新型工业化的发展需要地区发展过程中逐渐提高的资金支持和政策支持。通过建立高新技术价值、新型工业化水平与地区绩效的耦合协调度模型,分析宿迁十年间三个复杂系统的耦合发展关系。结果表明,三个系统经过磨合从轻度失调过渡到了中度协调,但仍有很大的发展提升空间,并据此提出以高新技术带动新型工业化实现地区可持续发展的政策建议。
Neo-industrialization and regional development need hi-tech as a carrier for pushing forward the development of engines, high-tech and regional development. The development of hi-tech and new-type industrialization needs financial support and policy support gradually increased in the course of regional development. Through the establishment of the coupling coordination model of high-tech value, new-type industrialization level and regional performance, this paper analyzes the coupling and development relations of three complex systems in Suqian for ten years. The results show that the three systems have undergone moderate transition from mild imbalance to moderate coordination. However, there is still much space for development and improvement. Based on the above, the policy suggestions of using new and high technology to promote the sustainable development of the region are put forward.
