“旧金山对日和约”留有诸多尚未解决的问题。竹岛/独岛问题并非特例。对战后日本领土处置的仔细研究发现,这些问题正是在冷战强有力的影响下才悬而未决。该条约是在多边框架下准备和签署,并由各种考量相互关联而成。然而,多年来这些历史、政治的联系一直被忽视,或者被其他一些特点所冲淡。回顾它的冷战起源及多边联系,竹岛/独岛问题的解决应在一个更宽广的多边框架内与其他突出问题一起考量。欧洲的经验给我们提供了重要的借鉴,如1975年赫尔辛基宣言(协定)。
“San Francisco Peace Treaty with Japan” left many unsolved problems. Takeshima / Dokdo is not a special case. A careful examination of the disposal of the post-war Japanese territory found that these issues were pending in the midst of the powerful Cold War. The treaty is prepared and signed under a multilateral framework and is shaped by interdependencies of various considerations. However, these historical and political ties have for many years been neglected or diluted by other features. Recalling its origins and multilateral links in the cold war, the solution to the Takeshima / Dokdo issue should be considered in conjunction with other prominent issues within a broader multilateral framework. The European experience provides us with important lessons, such as the 1975 Helsinki Declaration (Agreement).
