当前,我国中小企业发展仍然缺乏良好的经营环境。主要表现在:第一,中小企业开办难,手续繁杂,开办成本太高。我国在建国初期就开始了赶超政策,重点扶持重工业和大型企业的发展,对中小企业比较忽视。随着市场经济和国民经济平衡发展的要求,中小企业作用日益突出。近年来国家制定了一系列鼓励中小企业的政策,但是现实是政策的制定和执行存在一段差距。
At present, the development of SMEs in our country still lacks a good business environment. Mainly in: First, small and medium-sized enterprises difficult to set up, complicated procedures, the cost is too high. China started the catch-up policy in the early days of the founding of the People’s Republic of China, focusing on supporting the development of heavy industry and large-scale enterprises and neglecting the small and medium-sized enterprises. With the requirements of the balanced development of the market economy and the national economy, the role of SMEs has become increasingly prominent. In recent years, the state has formulated a series of policies to encourage small and medium-sized enterprises, but the reality is that there is a gap between the formulation and implementation of policies.
