四川大邑县房管局和新城管委会引荐四川升晖实业有限责任公司到大邑县投资开发房地产,经过申请立项、报批、设计、规划、报建等合法程序后,“升晖花园”商住楼开发进入了实质阶段,第一期施工的五幢楼于2005年6月份封顶并经过主体验收合格。然而,当开发商向房管局申请办理预售房许可证时, 大邑县国土局却要求企业补交土地出让金并改变原土地使用性质。时至2006年2月,国土局以政府综合意见未出台为由拒绝为企业完善相关手续,导致该房产无法销售,给该民营房产企业造成了严重的经济损失。直到4月初,该问题仍没有彻底解决。
