和谐社会是保留冲突下共生的社会,这就要求社会利益分配的均衡化。因而,作为对社会进行权威性价值分配的政策过程,应最优平衡各利益诉求的关系。然而,我国政策输入中利益表达系统、决策支持系统和决策中枢系统存在的问题影响到政策输出结果,为此,需要改善这三大系统,从而使政策输出满足和谐社会的基本要旨。
A harmonious society is a society that preserves the symbiosis under the conflict. This requires that the distribution of social benefits be balanced. Therefore, as the policy process of distributing the authoritative value to society, we should balance the relationship between various interest demands. However, the problems of the system of interest expression, decision support system and decision-making center in China’s policy input affect the outcome of policy output. Therefore, we need to improve these three systems so that the output of policy can meet the basic requirements of a harmonious society.
