一、各地在学习中央人民政府文化部的指示时,应结合周扬副部长在第一届全国戏曲观摩大会上所作的「改革和发展民族戏曲艺术」总结报告中的精神进行学习,要求端正对待民族戏曲艺术的态度,正确地认识在民族戏曲传统的基础上,创造民族新戏曲的意义;并且检查各地过去在对待剧团工作上的错误做法和不良作风,定出具体可行的改进办法。二、各地剧团所冠之「公营」、「私营」、「私营公助」等名称,含意多下一致,今后应按其性质,重行审查确定,不得随意改变。凡由政府直接领导,经济上完全由政府监督,人事上受政府管理,有正常的上演制度者,方得称为国营剧团。经过民主改革的私营剧团,在演出节目和表演艺术上均具有较高的政治水平和艺术水平,在剧团自愿的原则下,经政府核准者,可改为私营公助剧团。其他职业剧团为私营剧团。私营剧团,一律须按照私营剧团登记条例进行登记。在指示公布前之原有职业剧团未整理登记完毕前,暂不发展新的职业剧团。三、过去由各地政府派到私营剧团的干部,须重新审查,凡不具备必要的业务能力,在
