路是经济的动脉,水是农业的命脉,电是工业的血液。路、水、电等基础设如何是贫困地区经济发展的关键。1986年以来,恭城县委、县人民政府充分利用以工代赈资金和有关业务部门的专项投资,坚持自力更生、民工建勤,少花钱,多办事的原则,帮助贫困山区解决群众行路难、饮水难、烧柴难的问题。到1991年止全县实施了三批以工代赈项目,共投入资金720.5万元,先后建起了一批基础设施项目,使广大贫困地区的生产生活条件得到了较大的改善。
Road is an economic artery, water is the lifeblood of agriculture, electricity is the industrial blood. How basic infrastructure such as roads, water and electricity are the keys to economic development in poor areas. Since 1986, Gongcheng County Committee and County People’s Government have made full use of the special funds for work-relief programs and related business departments to uphold the principle of self-reliance, migrant workers’ Difficult to drink water, firewood difficult problem. By 1991, the whole county implemented three batches of work-relief programs with a total investment of 7.25 million yuan. A number of infrastructure projects have been set up so that production and living conditions in the vast poverty-stricken areas have been greatly improved.
