推动农业与农村经济可持续发展,是我国国民经济可持续发展、国家长治久安和工业化发展的必然需求,但目前我国农业生产率过低、基础设施太差、农村人口素质过低、农业经济发展落后和缺乏起码的社会保障,与可持续发展的要求相去甚远。从制度层面来看,土地制度、户籍制度、农村税费制度、农村金融制度、农村产业政策与工业政策的不健全,是制约我国农业与农村经济可持续发展的重要制度因素。文章认为,应该进一步创新农业产业化的制度、创新农村企业的制度、创新新型城镇化的制度以及创新提高农村人口素质的制度,为实现农业和农村经济的可持续发展提供制度力量。
To promote the sustainable development of agriculture and rural economy is an inevitable demand for the sustainable development of our national economy and the country’s long-term peace and stability and industrialization. However, at present, the agricultural productivity in our country is too low, the infrastructure is too poor, the quality of the rural population is too low, and the agricultural economy lags behind The lack of minimum social security is far from the requirement of sustainable development. From the system level, the land system, household registration system, rural tax system, rural financial system, rural industrial policy and industrial policy are not perfect, which are the important institutional factors that restrict the sustainable development of agriculture and rural economy in our country. The article holds that it is necessary to further innovate the system of agricultural industrialization, innovate the system of rural enterprises, innovate the system of new urbanization and innovate the system of improving the quality of rural population, so as to provide institutional strength for the sustainable development of agriculture and rural economy.
