改革种植制度,提高复种指数,是迅速发展农业的一项战略性措施。农业发展纲要规定“扩大复种面积”“实行精耕细作,……合理地轮作(换茬)间作套种”。在全国农业学大寨会议的总结报告中,又明确指出:“要建设大寨县,达到高产稳产,就要全面贯彻执行农业八字宪法,大搞科学种田。……要改革耕作制度,……提高复种指数;……”。
