地震发生之后引起的信息传递和交换称为地震通讯,由于地震给通讯带来一些特殊问题和要求,使其具有某些特殊性,因此,制定地震通讯对策成为非常必要。本文对地震通讯的机构和任务分工,在重点地震危险区建设地震传输通讯网路,以及地震预报的中期、震后早期和震后晚期的通讯保障措施等三个方面概述了地震通讯对策。本文最后在“对我国地震通讯的展望”一节中提出,利用卫星通讯实现地震技术信息的远距离传输和应用计算机通讯网络实现地震信息共享。
The information transmission and exchange caused after the earthquake is called earthquake communication. Because the earthquake brings some special problems and requirements to the communication, it has some particularities. Therefore, it is necessary to make the earthquake communication strategy. This paper summarizes the earthquake communication strategies in three aspects: the division of the agencies and tasks of the earthquake communication, the construction of the earthquake transmission communication network in the key earthquake danger areas, the mid-term of earthquake prediction, the communication safeguard measures in the early and post-earthquake. Finally, in the section of “Prospect of Earthquake Communications in China”, this paper proposes to use satellite communications to realize the long-distance transmission of seismic technical information and to realize the sharing of seismic information by using computer communication network.
