以国家图书馆副馆长孙蓓欣率环节干部去上海图书馆学习取经为开端。国内公共图书馆掀起了一股去上海馆学习的热潮。那么,为什么这么多图书馆都选择了上海馆为学习目标呢?上海馆又带给我们怎样的启示呢?带着这些疑问,8月份,由内蒙古图书馆总支书记王佩章同志带队率领三位主要部门负责人赴上海馆考察学习。此次学习是成功的,也是必要的。上海图书馆全新的经营理念使到访者无不感到钦佩和震撼,许多经营方式或经验对相对较封闭落后的内蒙古图书馆事业来说也不无启发借鉴作用。考察学习结束后,由王佩章同志亲笔起草了“关于对上海图书馆的考察报告”细致分析了上海馆的先进经验,并结合上海馆的经验及内蒙馆的实际,提出了内蒙馆贯彻改革精神的八项举措。内蒙古文化厅焦雪岱厅长看到考察报告后,给予了高度评价,认为报告有新意,体会认识深,对全区文化体制改革都有一定的启发借鉴作用,明确指示厅有关处室组织学习,安排厅党组专门开会听取考察汇报。我们在本期特意刊登这篇考察报告,就是要为不具备条件亲自去上海馆考察的基层图书界同仁提供一个了解上海馆的窗口,把内蒙馆实行业务改革的一些思路提出来共同探讨,以促进全区公共图书馆事业的发展。
