近日,国家发改委、工业和信息化部、质检总局联合出台《关于运用价格手段促进水泥行业产业结构调整有关事项的通知》,决定自2014年7月1日起,对淘汰类水泥企业实行更加严格的差别电价政策。通知规定,对《产业结构调整指导目录(2011年本)(修正)》明确淘汰的利用水泥立窑、干法中空窑(生产高铝水泥、硫铝酸盐水泥等特种水泥除外)、立波尔窑、湿法窑生产熟料的企业,其用电价格在现行目录销售电价基础上每千瓦时加价0.40元。各地可在上述规定基础上进一步扩大实施范围,提高加价标准。通知提出,要进一步加强水泥生产线生产许可证管理,凡不符合国家产业政策的水泥生产线,一律不予以换(发)生产许可证。省级发展改革、
