随着国民经济的持续跃进,一个热火朝天的技术革新和技术革命群众运动的新高潮正在席卷整个公路交通路线,大大地促进了运输生产率的提高,从而超额完成了第一季度的公路运输计划,打破了历年来前松后紧的“常规”,实现了开门红、月月红。但是,由于整个国民经济的全面跃进,钢、煤、粮、棉的增长幅度都是很大的,看来,全年公路运输任务,将比我们在年初估计的有很大的增长,因此,今年的运输任务仍然是很艰巨而又光荣的。这就要求我们树雄心,立大志,不断革命,持续跃进,力争全面超额完成第二季度运输计划,并为胜利完成全年任务,创造更加有利的条件。各级公路交通部门,要在当地党委的领导下,高举总路线和毛泽东思想的红旗,乘胜前进。我们必须坚决贯彻交通部三月二十一日全国电话会议的精神,继续深入地开展技术革新和技术革命的群众运动。当前,在公路交通部门应认真抓好以下工作:
