日前,国家发展改革委发布《推进关于建设长江经济带国家级转型升级示范开发区的实施意见》(以下简称《意见》)。《意见》要求:1、落实党中央和国务院的决策部署,顺应国际国内产业发展新趋势,依托长江经济带现有合规设立的国家级、省级开发区,规划建设示范开发区。充分发挥市场配置资源的决定性作用,更好发挥政府规划和政策的引导作用,经过3—5年努力,示范开发区的发展规模、建设水平、园区特色、主体地位显著提升,示范引领和辐射带动效应日益增强, Recently, the National Development and Reform Commission promulgated the “Opinions on Promoting the Implementation of the State-level Model Zone for Transformation and Upgrading in the Yangtze River Economic Belt” (the “Opinions”). The Opinions require: 1. To implement the decision-making arrangements of the CPC Central Committee and the State Council, to follow the new trends in international and domestic industrial development, and to rely on the existing state-level and provincial-level development zones established by the Yangtze River Economic Belt to plan and build model development zones. Give full play to the decisive role of the market in allocating resources and give better play to the guiding role of government planning and policies. After 3-5 years of hard work, demonstrate the scale of development, construction level, and characteristics of the park.
