This article is divided into four parts to discuss the theory of technological innovation and its policy research. The first part: the introduction of the concept of technological innovation, the theoretical basis for the formation of technological innovation. Schumpeter, the American economics guru, believes that innovation refers to the recombination of factors of production, with the aim of obtaining potential profits.
