原苏联东欧国家有一套自成体系的社会保障制度,它是按照马克思列宁主义思想和社会主义人道主义原则,为保护广大劳动人民享有最低生活需要的平等权利,实现社会公平而建立起来的,是与中央集中计划经济体制相配套的。在近几年的经济转轨过程中,原苏东各国都对社会保障制度进行了改革。我国社会保障制度的基本框架与原苏东各国十分接近,因此在建立适应社会主义市场经济的社会保障制度过程中,借鉴原苏东国家的经验和教训,有特别重要的意义。
The former Soviet Union and Eastern European countries had a set of self-contained social security system. It was established in accordance with the Marxist-Leninist ideology and the socialist humanitarian principle and in order to protect the broad working people’s equal rights to the minimum subsistence needs and achieve social fairness. Cooperate with the centrally planned economy. In the process of economic transition in recent years, all countries in the former Soviet Union and East Africa have carried out reforms on the social security system. The basic framework of China’s social security system is very close to that of the former Soviet Union and Eastern Europe. Therefore, it is of special importance to draw lessons from the experiences of the former Soviet Union and Eastern countries in establishing a social security system that is adapted to the socialist market economy.
