河北省沧州地区属半干旱大陆性季风气候区,年平均降雨量仅596毫米,多集中在7、8两月,其余月份多风少雨,干旱严重。灌区又处于河北九河下梢,滨临渤海,承担着上游河系的泄洪任务,是历史上有名的低洼易涝盐碱区。过去实行“以排为主”的治水方针,将雨季的洪沥水大量排泄入海,形成“汛期有水快排干,旱季无水干瞪眼”
Cangzhou, Hebei Province is a semi-arid continental monsoon climate area, the average annual rainfall of only 596 millimeters, mostly concentrated in July and August, the rest of the month was windy and rainy, a serious drought. The irrigation area is located in the lower reaches of Jiulong River in Hebei Province, bordering the Bohai Sea and undertaking flood discharge tasks of the upper reaches of the river system. It is a well-known low-lying flood and salinity-alkali area in history. In the past, the principle of “taking volleyball as the mainstay” was drafted into the sea by draining a large amount of floodwater from the rainy season into a sea of “drained water in the flood season and dry eyes in dry seasons”
