2013年,大连市被国家五部委批准为全国首批促进科技和金融结合试点地区,为贯彻落实国家创新驱动战略和有关工作部署,大连市制定了《创新发展科技金融实施方案》,2013~2015年末,在全市范围内组织实施科技金融创新发展专项行动。目前,大连市多层次科技投融资体系已初步建成,切实加大了对科技创新的金融支持,但一些问题仍亟待解决。
In 2013, Dalian was approved by the five ministries and commissions of the state as one of the first pilots in China to promote the integration of science and technology and finance. In order to implement the national innovation-driven strategy and related work arrangements, Dalian City formulated the “Implementation Plan for Innovative Development of Science and Technology Finance” 2013 ~ 2015 At the end of the year, special campaigns for the innovation and development of science and technology finance will be organized and implemented within the city. At present, the multi-level investment and financing system for science and technology in Dalian has been basically completed and the financial support for technological innovation has been earnestly increased. However, some problems still need to be solved urgently.
