加征100%的化肥出口特别关税,犹如一堵墙封住了化肥出口的大门,消除了出口拉动国内肥价的因素。但从我们调查了解的情况看,解决高肥价问题决不能简单的一“堵”了之。我们在运用限价、关税等行政手段抑制肥价过快上涨时,切不可忽视市场这只“看不见的手”。
Add 100% of the special export tariffs on fertilizers, like a wall to seal the door to fertilizer exports, eliminating the export-driven domestic fertilizer prices factor. However, from our investigation and understanding of the situation, the solution to the problem of high fertilizer prices must not be a simple “blocking” it. We can not neglect the “invisible hand” of the market when we use the administrative measures such as price limits and tariffs to restrain the price rise too fast.
